Neurosurgeon Harry Lippmann can not figure out why All Saints Hospital in Racine, Wisconsin tells patients in his own hospital with urgent neurosurgical problems that there is no neurosurgeon available and that they must be transferred to another facility out of town. Lippmann, whose office is across the street from the emergency room at All Saints and who has full privileges at the hospital wonders if the hospital is intentionally diverting patients away from him because he refused an offer to become an employee at the hospital several years ago.
