Brazil has one of the highest per capita rates of plastic surgery and is a leading destination for medical tourism. The medical community, led by pioneering surgeon Dr. Ivo Pitanguy, also believes that having surgically enhanced looks is a right and offers plastic surgery to the poor for free.
