President Barack Obama reportedly will use a recess appointment to place highly-regarded patient safety expert Dr. Donald Berwick at the head of the Centers for Medicare and Medicaid Services, the branch of the Department of Health and Human Services that oversees the federal Medicare Program. Dr. Berwick is a pediatrician by training and heads the Institute of Healthcare Improvement in Cambridge, Massachusetts.
